Dementia Rights Program (British Columbia)
The Dementia Rights Program (B.C.) provides free unbundled legal services to British Columbians with dementia in certain areas of law. All services are provided remotely by Heather Campbell Pope, a B.C. lawyer based in Ottawa, Ontario.
Practice Areas
Criminal Justice
Heather offers consultations in criminal cases where the accused has dementia. She is available to talk with prosecutors and criminal defence lawyers, and conduct legal research on dementia and criminal offending specific to the case.
Elder Abuse
Heather is available to give legal advice, information and referrals to people with dementia about elder abuse and other mistreatment issues that affect their rights and dignity. She also drafts letters and conducts legal research.
Age and Disability Discrimination
People with dementia often face the double stigma of old age and cognitive decline. Heather is available to give you legal advice, write letters to the other side, and conduct legal research for a human rights complaint.
Mental Capacity Law
Disagreements over capacity are common. Heather wants to support people with dementia when their decision-making powers are challenged or lost. She wants to be in your corner, advocating for your rights, in a manner consistent with her ethical responsibilities regarding clients with diminished capacity.

Unbundled Legal Services
Unbundled legal services, also known as limited scope retainers, allow clients to retain a lawyer to help with a specific aspect of their situation, while the client handles the rest. You will work with Heather to customize the legal services she provides to you. This approach is not for everyone. In some circumstances, it may be best if you retain a lawyer on a full scope retainer, where the lawyer handles your entire matter. In such cases, Heather can direct you to another lawyer or organization that may be able to help.
